Description:
The Byrne Grant program, administered in Broward County by
the United Way of Broward County Commission on Substance Abuse
(BCCSA), is a partnership among federal, state, and local
governments to create safer communities. The Byrne Program,
created by the Anti-Drug Abuse Act of 1988, places emphasis
on drug-related crime, violent crime, and serious offenders,
as well as multi-jurisdictional and interstate efforts to
support national drug control priorities. The Byrne Grant
Block program falls under the jurisdiction of the Federal
Department of Law Enforcement (FDLE), Office of Criminal Justice
Grants which apportions the money to each county in the state.
The distribution to the counties is based on a combination
of population and crime statistics. Broward receives the second
highest amount in the state averaging slightly over $1 million
dollars per year. Projects must comply with the federally
authorized program areas. They include a range of activities
such as prevention, intervention, treatment, enforcement,
domestic violence, and equipment needs. |

Epidemiology to credibly
track trends and patterns of substance abuse in Broward
County
Evidenced-based substance abuse prevention, intervention,
and treatment programs
Prescription Medication Abuse - A collaborative
effort from a prevention and enforcement perspective to
address the growing trend in prescription medication abuse.
Would expect the grantee(s) to work closely with the Broward
Medical Association
Gender specific programming
Underage Drinking – A collaborative
effort from a prevention, Intervention , and enforcement
perspective to address underage drinking
Emerging Drugs - A collaborative effort from
a prevention, intervention , and enforcement perspective
to address emerging drugs problems - e.g. Methamphetamine,
Inhalants

| Eligible
Applicants: |
Only units of local governments are
eligible to apply for and receive Byrne Grants . Units of
local government means any city, town, township, village
or other general purpose political subdivision of a State
and includes Native American Tribes that perform law enforcement
functions as determined by the Secretary of the Interior.
FDLE strongly discourages grant funding of projects of less
than $25,000. Units of government, based on community needs,
may subcontract with community-based agencies to provide
required services.

Purposes: |
Byrne Funds can be used for state and
local initiatives, techinical assistance, training, personnel,
equipment, supplies, contractual support, and information
systems for criminal justice for any one or more of the
following purpose areas:
Law Enforcement Programs
Prosecution and Court Programs
Prevention and Education Programs
Corrections and Community Corrections Programs
Drug Treatment Programs
Planning, Evaluation, and Technology Improvement

| Funding
Period: |
In keeping with BCCSA's philosophy,
for each year, up to a maximum of 4 years, after the first
year of funding, grantees must replace ten percent of the
Federal funding without any reduction in the level and quality
of services provided.

| Application
Requirements: |
A formalized letter of intent must
be submitted to United Way of Broward County Commission
on Substance Abuse by the specified date (see schedule for
grant selection). If the letter of intent meets with BCCSA's
criteria for funding, the grant applicant will be invited
to appear before the Byrne Grant Review Committee and to
complete the final FDLE application.

and financial information.
